Keolis provides mobility to over 3.4 billion passengers a year in 15 countries, operating every mode from commuter trains and automated metros to shared bicycles. The almost 1,000 employees of Keolis Canada operate light rail vehicles, urban buses, intercity coaches and airport shuttles. As part of the Keolis Grand River team responsible for the successful operation and maintenance of the ION Light Rail system of the Region of Waterloo, the Manager, Supply Chain and Warranty position is responsible for overseeing all aspects of the supply functions for the organization, identifying cost effective strategies to meet operational requirements. This position is also responsible for the success of the enterprise asset management system driving efficiencies through effective processes and data management.

Position Responsibilities

  • Establish strategies, processes and improvements necessary to achieve the department’s goals.
  • Review and assess total supply chain risk and identify opportunities to minimize and eliminate risk.
  • Manage a team of 4 professionals and ensure the team’s skill sets meet current and future demands.

Procurement and Materials

  • Develop Keolis Purchasing Policies and Procedures, and communicate/reinforce with stakeholders as needed.
  • Develop sourcing strategies to drive increased value for internal clients in terms of reduced costs, improved quality, service, technology and processes.
  • Interface effectively with management and staff to understand and support acquisition requirements and timelines.
  • Assist in the development of the materials budget.
  • Coordinate and supervise receiving and warehouse activities, leading the implementation of sound inventory control measures.
  • Define strategies to establish required safety stock, and identify channels and/or sourcing agreements to ensure availability.
  • Work closely with stakeholders to quickly resolve short part situations.

Contract Management

  • Develop standard contract templates for use in the organization and draft specific agreements for products and/or services as required by the business.
  • Lead RFIs, RFQs and RFPs activities, working closely with stakeholders to define negotiation objectives, scope, and strategy.
  • Manage contract negotiations to obtain the best value for Keolis while minimizing risks.
  • Monitor assigned contracts and manage supplier performance accordingly.

Warranty Management

  • Develop warranty processes to ensure prompt action on applicable failures, maximizing return on investment.
  • Maximize frequency of claims through effective material tracking and record keeping.
  • Resolve warranty disputes to minimize the cost and operational impact to Keolis.

Enterprise Asset Management System

  • Provide support to the Maximo Administrator and act as an advocate for system adoption.
  • Maintain system availability, ensuring accessibility, functionality and effectiveness.
  • Identify strategic direction and development opportunities for the system (including internal suggestions), evaluating in-house vs. outsource decisions.
  • Establish cradle to grave system processes and workflows for work/material management.
  • Ensure detailed data collection across the system to increase traceability and gather actionable information.

Others

  • Develop and report against KPIs for the department; present analysis, recommendations and results to management and other stakeholders.
  • Provide training on Supply Chain procedures and policies as needed.
  • Drive performance of the Supply Chain Team, including the Materials Supervisor, the Materials Specialist and the Procurement Specialist.

Knowledge and Skills

  • Strong knowledge of supply chain best practices.
  • Supplier contract development and management.
  • Ability to identify and solve problems in a structured and analytical way.

Experience and Qualifications

  • Bachelor’s Degree or equivalent in Supply Chain Management, or equivalent experience.
  • Leadership experience in a fast-moving procurement or material management role.
  • Experience in managing a team to achieve quality, cost and scheduled targets in an operational and maintenance environment.
  • Experience with an Enterprise Asset Management System.
  • Knowledge and experience in Maximo or another Materials Management Systems.
  • Rail industry experience would be an advantage.
  • Proficient in Word, Excel and other database applications.
