DIRECTOR, CONTRACT MANAGEMENT

WATERLOO

Lead the commercial and financial areas of Keolis Grand River (KGR) in the context of our long-term Operation, Maintenance and Rehabilitation (OM&R) contract, as part of the ION Light Rail Transit (LRT) Public-Private Partnership. Support the organisation through developing, delivering and improving commercial and financial services, including policies, procedures, business planning and performance management, setting the highest professional standards as a benchmark.

Commercial services relate to business relationships “up” with our public-sector client and private-sector consortium partners, as well as “down” with our suppliers. Financial services include financial and budget development coordination with our corporately centralized financial group.

 

Lead the development, coordination, delivery and improvement of commercial services at KGR 

  • Provide subject matter expertise on, and understanding of, the ION LRT Project Agreement binding the various partners of our Public-Private Partnership, our OM&R Agreement with the Region of Waterloo, and the Interface Agreement between the private parties;
  • Support and provide advice to the executive management in strategic planning and decision-making through the insightful identification, understanding and assessment of business levers and plans;
  • Lead the analysis and interpretation of contracts, agreements, documents and correspondence, and develop, propose and implement appropriate commercial and business positions for the organization;
  • Plan, coordinate, implement and monitor responses to contractual requirements, obligations and opportunities;
  • Identify, analyze and address gaps in compliance, performance and reporting;
  • Lead and coordinate the contract administration, business analysis, and contractual and business internal and external reporting functions;
  • Identify, assess, manage and minimize commercial, business and financial risks;
  • Review and assess procurement and purchasing practices, and suppliers’ individual services, performance and costs, report on same, and propose changes as appropriate, in line with the corporate framework;
  • Coordinate legal analysis, interpretation and position on commercial issues with internal and external counsels as required;
  • Support bid activities in Ontario and Canada where required.

Lead the coordination, delivery and improvement of financial services at KGR

  • Lead KGR’s financial management, budget development and business planning, including organization-wide forecasts and five-year plans, ensuring corporate alignment;
  • Coordinate with corporate financial and accounting services, policies, procedures and systems;
  • Deliver, implement and coordinate financial monitoring and audits with all departments, for budgetary tracking, control, identification of risks and opportunities;
  • Recommend, develop and implement strategies and measures to help drive financial performance, through forecasting, milestones, cost controls, corrective actions, minimization of the impact of variances and business cases as appropriate;
  • Produce periodic future-looking financial information and outputs on performance, financial statements and financial ratios based on planning scenarios and in-year forecast updates;
  • Lead, monitor and ensure legal and ethical compliance in line with corporate rules, policies and processes and all relevant legislative and regulatory requirements stemming from existing and new legislation;
  • Ensure accountability, transparency, ethical treatment and traceability in financial processes as applied to purchasing, procurement, accounts payable and expenses.

Stakeholder Relations

  • Work closely, professionally and positively with key business, commercial and finance stakeholders to carry out detailed analysis and produce necessary reports to ensure appropriate oversight,  including the Project Company, the Design and Build contractor, the Region of Waterloo as the client, key sub-contractors, and internal and external auditors;
  • Work with all KGR departments and with Keolis corporate groups to analyze, understand and report on the financial results, and to meet quality and consistency of reporting.
  • Manage, support, mentor and coach both direct once-remote employees for them to reach their potential and build a strong and motivated team.

Experience

  • Ten years’ experience in the field of commercial management or management accounting
  • Bachelor’s degree or equivalent in business management, accounting or finance
  • Experience in contract, business and commercial negotiations, with a demonstrated ability to negotiate and influence
  • Demonstrated ability to identify, assess and manage contractual obligations and commercial risks, and recommend commercial positioning
  • Demonstrated analytical ability to enable sound reporting, identify and understand trends and lead improvements
  • Demonstrated personal code of ethics and ability to work in a confidential manner
  • CMA, CFA and/or CIM designation an asset
  • Knowledge of systems, policies, procedures and tools for contract compliance, interpretation and administration; business analysis and reporting; audits; financial management; risk assessment and management; and legal support.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, financial modelling, operations and performance management
  • Knowledge of Canadian and Ontario contractual, commercial/business and financial laws and regulations, procedures, precedents, and agency rules
  • Excellent English verbal and written communication skills
  • French language skills a plus, but not required
