The Business Analyst conducts bid modelling, pricing and perform financial analysis for the proposal. This position requires developing, as a key bid team member, costs and price models with deliverables such as costing assumptions, risk assessment, and pricing forms for bids.

As part of the Bid Team responding to major Private Public Partnership (P3) transportation projects, the candidate will be a key member of the Commercial and Financial workstream collaborating with other workstreams (operations, maintenance, Human Resources, IT..) to establish the financial framework for the Operation & Maintenance of the future transportation system (>$50 MCAD turnover). The missions highlighted below may be expanded as per business requirement.

 

The Junior Business Analyst position will be based in the Toronto area. Providing the current pandemic situation, remote working will be implemented.

Commercial

  • Read and understand of the Request For Proposal and the other contractual documentation provided by the Public Transport Authority (PTA), in particulars documents related to payment mechanisms
  • Provide comments onRFP documents to optimize the O&M proposal
  • Identify potential impacts from agreements with partners (ie additional costs items for example
  • Establish the most efficient O&M model leading to a successful (ie best NPV) proposal
  • Providing direction and guidance to the Workstream leaders in their preparation of their cost estimates (operations, maintenance, HR, IT, QHSE…)
  • Establishing the O&M bid financial model considering all inputs from the workstreams and contractual constraints
  • Coordinate with consortium partners (design and Build and Project Company) to integrate O&M inputs/outputs in the overall Consortium model
  • Support preparation of business cases
  • Ensure that all risks (contractual, operational, financial…) have been identified, mitigated if possible and modelled, including the development of contingency provisions designed to provide required margin level
  • Identify insurance costing requirement from contractual documents in coordination with Keolis insurance experts
  • Prepare the book of assumption for the financial model including all assumptions taken to build up the model
  • Support the workstream leads in defining the assumptions for their respective field of expertise (qualification of the inputs)
  • Challenge costs provided by workstream leaders through discussion, use of benchmarks and consistency checks;
  • Support workstreams in identifying vendors, getting and analyzing local pricing information from local suppliers or service providers
  • Support workstream leads in analyzing key suppliers inputs (Siemens for maintenance for example) and challenge them to improve the overall economical efficiency of the O&M proposal
  • Coordinate with Project Manager in relation to proposal calendar; ensure all models are reviewed by the appropriate parties in consideration of submission schedule.
  • Support workstream leads and other bid team members in definition of sub-contracts and negotiation thereof
  • Participate to consortium level meetings and prepare material if needed
  • Participate to meetings with the client and prepare material if needed for meetings on financial matters (payment mechanisms, insurances, project financing…)
  • Support Commercial and Finance workstream lead by preparing progress reports and governance material as needed

Skills, knowledge and experience

  • Strong data driven approach
  • 1 year of experience in cost control, technical analyst, performance management/reporting
  • Experience with ownership of deliverables for analytics or leading data-driven products
  • Degree in Accounting or Business Administration or Economics
  • Proficient in Microsoft Office especially Excel
