PURPOSE OF ROLE

The Manager, Infrastructure Maintenance, is responsible for the maintenance, availability, functionality and performance of the Light Rail Transit (LRT) line, its tracks, structures, wayside systems, sub-systems and facilities, as well as the railyards, lands and buildings under Keolis responsibility. He/she is responsible for directing, completing and reviewing all in-house or subcontracted maintenance, modification and construction work, repairs and actions, their quality and their meeting technical standards and documentation.

KEY ACCOUNTABILITIES

Lead infrastructure maintenance production:

  • Provide subject matter expertise, technical advice and guidance on infrastructure maintenance and troubleshooting to the Director, Maintenance, and to the Infrastructure Maintenance staff on technical issues and best practices, remaining aware of trends and developments in the industry, and in the context of on-going corporate direction and contractual requirements
  • Lead, direct and manage the Infrastructure Maintenance staff and/or subcontractors in the construction, modification, inspection, maintenance, repair and upkeep of rail infrastructure, lines, wayside systems, sub-systems, components and facilities, including but not limited to : tracks, switches, interlocks, ballast, structures, culverts, retaining walls, lubricators, overhead catenary, power distribution, electrical substations, traction power, signalling, train control, communication, and their interactions
  • Lead, direct and manage the Infrastructure Maintenance staff and/or subcontractors in the modification, inspection, maintenance, repair and upkeep of LRT stations, buildings, land assets and other facilities, including but not limited to structures, mechanical, electrical, HVAC and fire protection systems, furniture, cameras and other components
  • Lead, direct and manage the Infrastructure Maintenance staff and/or subcontractors in the development, modification, inspection, maintenance, repair and update of electronic, data, communication and information technology (IT) systems and components on-site and off-site, including but not limited to servers, hardware, cabling, connections, and performance and protection elements
  • Lead, direct and manage the Infrastructure Maintenance staff and/or subcontractors in troubleshooting, testing, analyzing and providing solutions to malfunctions, safety concerns and performance issues both in reactive and preventive maintenance modes
  • Aptly represent Keolis’ interests around commercial/technical issues involving third parties
  • Coordinate the production of technical bulletins, procedures and other subject matter communications to supervisors and staff
  • Review training programs for Infrastructure Maintenance staff and assist with on-going training to ensure they remain up-to-date with needed technical skills and approaches
  • Prepare written reports, plans, documentation and updates as needed or contractually required, and ensure timely and accurate completion of maintenance records in the maintenance management system
  • Collaborate with the Procurement team for the material and services required based on anticipated needs, project terms and milestones
  • Assist with costing estimates, forecasts and relevant input to operating and capital budgeting processes

Lead the development, implementation and upholding of infrastructure maintenance standards and quality management:

  • Research, develop, implement, maintain and enforce standards for all infrastructure maintenance activities, including as part of the Maintenance Lifecycle based philosophy
  • Analyze the infrastructure availability, reliability, maintainability and safety, including as part of the RAMS philosophy
  • Write, recommend, implement and audit maintenance and quality procedures and work instructions in support of best practices, quality assurance and compliance in infrastructure maintenance and upkeep activities
  • Conduct and lead safety and reliability investigations as required
  • Establish and maintain collaborative working relationships across Keolis and with all relevant stakeholders, including subcontractors, as a change agent to promote quality programs and the instilling of a quality culture
  • Collaborate with the Quality Manager and staff to ensure audit plans and requirements are properly designed, implemented, adhered to and understood by Maintenance management and staff, and assist with communicating audit results and putting in place corrective actions as necessary
  • Regularly review work orders for consistency in meeting standard procedures and/or OEM requirements
  • Evaluate and analyze infrastructure performance issues and process failures and identify related process improvements
  • Monitor the efficiency and effectiveness of all infrastructure maintenance and upkeep activities for improved work methods of staff and/or subcontractors

Practice and Be an Ambassador of Safety:

  • Foster and promote a safe working environment through the administration of work-site safety references, regular reviews of worksite safety compliance and effective supervisory leadership
  • Ensure proper safety precautions and procedures are being followed at all times
  • Create and deliver job briefings, plans and hazard identification instruments as part of recommending and implementing improvements to equipment and/or methods of work to mitigate risks
  • Attend safety and training meetings, and participate in emergency preparedness systems as required

Knowledge and Skills:

  • University degree in a relevant field is preferred
  • In-depth and detailed technical and safety knowledge of rail line infrastructure, including electrical, overhead catenary, signal, train control, communication, mechanical and fixed systems, sub-systems and components and how they interact
  • Knowledge of rail track and railway inspection, construction, maintenance and repair standards, as well as quality assurance
  • Understanding of continuous improvement approaches and methods
  • Team player and motivator, with strong leadership, collaboration and facilitation skills to build strong working relationships
  • Organizational and project management skills
  • Negotiation, mediation and conflict management skills to tactfully influence and convince
  • Excellent written, verbal and interpersonal communication skills
  • Ability to make sound and timely management/business decisions and recommendations in changing circumstances and where precedent may not be available
  • Familiarity with Transport Canada regulations, an asset
  • Knowledge of applicable health and safety legislation, including workers’ rights and duties

Experience:

  • Minimum 5 years of relevant practical experience working on rail infrastructure
  • Demonstrable experience leading and directing craft employees on inspections, maintenance and repair, troubleshooting and quality assurance/control
  • Experience investigating and determining root cause in unusual occurrences
  • Experience leading, motivating and influencing, initiating and facilitating change, managing and engaging groups, working collaboratively in, and leading, multidisciplinary teams
  • Related software and information systems (database management tools, maintenance management systems, project management)
