MANAGER, SAFETY AND EMERGENCY PREPAREDNESS

Reporting directly to the General Manager, with a functional relationship to our national Director of Operational Safety, acts as the local subject matter expert of the organization in all operational safety and emergency preparedness matters; responsible locally for the development, continuous improvement and implementation of our Safety Management System, our System Safety Program and our System Security Plan; acts as resource person, coach, local investigator and internal auditor with regards to operational safety/emergency preparedness/environmental systems, policies, practices and procedures

Key Accountabilities

 

  • Provide subject matter advice, tools and support to the local leadership team and internal groups, coordinate feedback from them, help identify functional action plans, and deliver the local safety strategy and business plan activities of the organization
  • Support the leadership team in fostering a robust and positive safety culture integrated into all business activities and behaviours by advocating and implementing best practices and driving improvements
  • Develop, implement and evaluate operational safety management systems, software tools, policies and procedures for Keolis Grand River, aligning them with corporate orientations, meeting contractual requirements, and supporting managerial application.
  • Monitor and ensure compliance of programmes, practices, procedures, actions and records with contractual requirements, and applicable Federal and Provincial legislation by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions.
  • Identify and address gaps, issues and priorities, and minimize risks, by defining, developing, delivering and monitoring safety and emergency preparedness projects and initiatives, communicating and coordinating requirements, evaluating milestone accomplishments, evaluating optional courses of action and changing assumptions and direction.
  • Collect and analyze data, review processes and report on safety-related performance measures, progress to plan, risk management, emerging safety and environmental concerns, issues and opportunities.
  • Research, plan, organize and conduct training, refresher and coaching programs for Keolis employees and subcontractors, perform safety orientation, safety training, job site safety and compliance inspections, including hazard analysis, safe work procedures, written reports and recommendations, maintain related records and monitor adherence.
  • Lead and/or facilitate local administrative functions for safety, including: safety-related quality assurance, internal and external safety audits, emergency preparedness activities, incident and accident reporting, injury management process, Joint Health and Safety Committee(s)
  • Develop and implement local environmental strategies and actions to ensure sustainable development.
  • Coordinate and maintain the environmental management system and procedures.
  • Analyze, audit and report environmental performance.
  • Conduct risk assessments to identify, assess and reduce environmental risks.
  • Promote and raise awareness of the impact of environmental issues.
  • Provide training on environmental issues to ensure employees understand their contributions to improved environmental performance.
  • Liaise with governmental and environmental agencies as required.
  • Keep up to date with changes in environmental legislation and best practices.

Knowledge and Skills

 

  • Degree in safety, quality, industrial engineering or management or relevant field
  • Relevant professional qualifications, CRSP designation or certification under Occupational Health & Safety Act an asset
  • Knowledge and demonstrated use of safety and safety management principles, procedures and tools, risk assessment methods and accident investigation methods
  • Knowledge and demonstrated application of relevant Ontario and local operational safety and environment laws, regulations, obligations and rules
  • Team player and initiative taker
  • Excellent verbal and written communication and reporting skills
  • Strong analytical and organizational skills
  • Proven ability to meet deadlines in a fast-paced environment
  • Skills in Microsoft Office
  • Familiarity with Coruson Safety Management software an asset
  • 5 years’ experience in safety
  • Work experience in successfully implementing, maintaining and continuously improving a safety and/or quality management system
  • Demonstrated ability to negotiate, influence, teach, coach and lead improvements in the development of a safety culture
  • Experience leading or with a Joint Health and Safety Committee
  • Demonstrated experience and ability to work “hands on”
  • Demonstrated personal code of ethics and ability to work in a confidential manner
